Facebook is trying to combine its services in order create more value by building an ecosystem of services. Instagram is already sharing data and information with Facebook in order to build a more valuable service to its users.

Next up is WhatsApp Stories that will introduce ads which is a first step from Facebook to bring WhatsApp closer to the other services. WhatsApp has a massive user base so this might be a golden opportunity for Facebook.
